The item in question (Special Skirmish Reward Pack) is a package item used by the Lottery system in order to randomly be assigned to various winners depending on the lottery at that time. The item was miss-categorized in the release notes. There is no item in the store that delivers marks/medallions/seals.
The currently published Skirmish Boost packs will provide Mark Acquisition Boost Tomes, but no skirmish marks/medallions/seals.
